Pressed by Bloomberg, the closest he’d go was “it was expensive.” Neither Rockstar nor Take-Two has ever confirmed a figure, but the analyst estimates now circulating put GTA 6 on track to be the priciest entertainment product ever produced, game or movie.
Zelnick Won’t Name a Figure, But Doesn’t Deny the Billions
Business Insider’s reporting, built on anonymous industry analysts speaking alongside its interview with Zelnick, quoted unnamed industry analysts who said GTA 6’s budget could be as much as $1.5 billion. That range has since been picked up widely across gaming and finance outlets as the most credible figure in circulation.
Zelnick was more forthcoming about philosophy than dollars. “We try to give them unlimited financial, creative human resources and then they aim to deliver perfection,” Zelnick said. He went further on the risk involved, telling Bloomberg that making games at this scale is “a high-stakes game for big boys only, and I’m cool with it.”
He also didn’t pretend costs were levelling off. “Development costs have gone up and up. And we really do aim to deliver the highest quality entertainment on Earth,” Zelnick told Bloomberg. “And that is costly. And AI influence is not withstanding. We haven’t seen those costs decline yet. Maybe we will. Maybe we won’t.”

You’ll see $2 billion attached to GTA 6 constantly online, but it’s worth separating that number from the $1 to $1.5 billion range Business Insider’s sourcing supports. Independent fact-checking traced the bigger figure back further: the frequently-quoted $2 billion figure traces back to a 2023 hacker’s unverified claim, not any financial document.
That doesn’t make $2 billion impossible. It’s just unconfirmed, and treated by most serious reporting as an outer-bound guess rather than a hard number. Either way you cut it, Rockstar is spending more on one game than most studios will spend across an entire decade.
How It Compares With Hollywood’s Priciest Films

GTA 5 didn’t need long to prove that kind of appetite exists: it topped $1 billion in sales within its first three days back in 2013.
